MACsec control port is up/unblocked. If another protocol is registered on this port, the port state of that protocol will be used, else MACsec sets the port to the default forwarding state. MACsec will unblock all traffic on the port, however other registered protocols may affect the forwarding state. If no other protocol is registered, MACsec sets the port to the default forwarding state.
